Piper is the substrate's caretaker — an always-on agent that lives on the Jetson, the small machine that hosts the substrate itself, running a lightweight resident model. It watches memory headroom and serving budget, extracts and consolidates the day's memory, and reports squad health. The kind of steady background work a frontier model would otherwise be paid to supervise — done by a small model on hardware that's already powered.
